The erection and use of scaffolding must strictly implement the relevant safety technical specifications.
1. Safety management regulations related to scaffolding construction
(1) The scaffolding erection or dismantling personnel must be professional scaffolding workers who meet the "Regulations on the Management of Safety Technical Training and Assessment of Special Operations Personnel" issued by the State Administration of Work Safety, pass the training and assessment, and obtain the "Special Operations Personnel Operation Certificate". Personnel should have regular physical examinations, and those who suffer from high blood pressure, heart disease, anemia, epilepsy and are not suitable for high-altitude work are not allowed to operate on scaffolding. It is forbidden to work after drinking.
(2) Personal labor protection equipment should be used correctly in frame work. When erecting and dismantling scaffolding, operators must wear safety helmets, safety belts, soft-soled non-slip shoes, and work clothes must be flexible.
(3) No matter what type of scaffolding is erected, the materials used and the processing quality must meet the specified requirements, and it is strictly forbidden to use substandard materials to erect scaffolding.
(4) The erection and dismantling of scaffolding and formwork support frame must formulate construction plans and safety technical measures, and make safety technical disclosures to operators. Scaffolding that belongs to the scope of the sub-project with greater risk must prepare a special construction plan for safety, report to the superior for approval, sign by the technical person in charge of the construction unit, and report to the supervision unit for review and signature by the project director and engineer before it can be erected in strict accordance with the special plan.
(5) Before the scaffolding is erected and installed, the person in charge of the construction and the relevant personnel such as technology and safety shall jointly check and accept the load-bearing parts of the foundation and other frames; After erection and installation, it should be accepted in sections, and it can be used only after it is qualified. Special scaffolding can only be used after acceptance by the technical department of the enterprise in conjunction with the safety and construction management departments. Acceptance should be a combination of quantitative and qualitative, after passing the acceptance, the qualified card should be hung on the scaffolding, and the use of the unit, guardianship management unit and the person in charge of the scaffold should be clearly indicated. When the construction stage is changed, the scaffolding is re-inspected. Unfinished scaffolding is not allowed to be put on the shelf by non-scaffolders.
(6) It must be erected in accordance with the scaffolding safety technical operation procedures.
(7) When erecting and dismantling scaffolding, fences and warning signs should be set up on the ground to eliminate operational obstacles, and special personnel should be assigned to command and guard, and non-operators are strictly prohibited from entering.
(8) It is strictly forbidden to arbitrarily carry out excavation operations on the scaffold foundation and its adjacent places, otherwise safety measures should be taken and reported to the competent department for approval.
2. General safety technical requirements for scaffolding erection operations
(1) Before the scaffolding is erected, the obstacles should be removed, the site should be leveled, the foundation soil should be tamped, and the drainage should be done.
(2) The scaffold foundation must be constructed in accordance with the requirements of the special construction plan and safety technical measures, and the acceptance shall be carried out according to the requirements of the foundation bearing capacity. After qualifying, the pay-off positioning should be carried out according to the design of the special plan.
(3) The backing board should be made of wooden backing board with a length of not less than 2 spans, a thickness of not less than 50mm, and a width of not less than 200mm. The base and backing plate should be accurately placed on the positioning line. The axis of the base should be perpendicular to the ground.
(4) When the scaffold is erected, it should be erected row by row, span by span and step by step according to the requirements of forming the basic framework unit. The rectangular perimeter scaffold should be erected from one of the corners and extended in both directions to ensure the stability of the erected part.
(5) Workers on the rack should wear tool bags, and the tools should be packed in the bag after use, and should not be placed on the shelf, so as not to fall and injure people. The division of labor and cooperation should be done well, and the force should not be too violent, so as not to cause imbalance in the human body or rods.
(6) The erection materials should be used at any time.
(7) During the erection operation, the cooperating personnel on the ground should avoid the area where objects may fall.
(8) The scaffold must be erected in accordance with the construction schedule, and the height of one erection should not exceed 2 steps above the adjacent wall pieces. After each step of scaffolding is erected, the step distance, longitudinal distance, horizontal distance and verticality of the pole should be corrected according to the regulations.
(9) When erection, scissor braces and supports must be set up according to the regulations.
(10) The wall pieces must be set up at the specified position in time with the erection of the shelf, and it is strictly forbidden to lag behind the setting or make up after the erection, and it is strictly forbidden to dismantle arbitrarily.
(11) When erecting, the scaffold must have a ramp or ladder for the operator to go up and down, and it is strictly forbidden to climb the scaffold.
(12) The scaffold board is laid on the working layer of the shelf. It must be fully paved, paved tightly, and paved steadily, and there must be no probe board and flying springboard.
(13) A 180mm high foot guard and two protective railings should be set around the outer perimeter of the scaffold operating layer, the height of the upper railing should be 1.2m, and the lower railing should be set in the center. The foot guard should be fixed with the pole and have a certain mechanical strength. Both the foot guard and the railing should be provided on the inside of the pole. The peripheral application of the frame is fully enclosed. The dense safety net should be installed on the inside of the scaffolding outer pole, and the scaffold body should be tied firmly.
(14) Scaffolding erected on the street or with pedestrian passage under it must be specially closed and reliable protective facilities to prevent falling objects from injuring people.
(15) When electric and gas welding operations are carried out on scaffolding, there should be fire prevention measures and special guards.
(16) The grounding and lightning protection measures of the erection of temporary power lines and scaffolding on the construction site, and the horizontal and vertical safety distances of scaffolding and overhead transmission lines shall be implemented in accordance with the relevant provisions of the current industry standard "Technical Specifications for Temporary Electricity Safety on the Construction Site" JGJ46. When installing lights on steel pipe scaffolding, the wires shall not touch the scaffolding and shall be insulated.
(17) When there is strong wind, dense fog, rain or snow at level 6 or above, the scaffolding erection and dismantling operations should be stopped. Anti-skid measures should be taken for shelf operations after rain and snow, and snow should be swept away.
(18) After the scaffolding is erected or the section is erected, the acceptance inspection must be carried out, and the qualified signature shall be delivered for use.
3. General safety technical requirements for scaffolding dismantling operations
(1) The danger of scaffolding dismantling is greater than that of erection operation, and the construction should be carried out according to the special plan. Preparatory work must be carried out before the demolition work can be carried out.
(2) When the construction of the project is completed, it must be checked and verified by the person in charge of the project of the unit to confirm that the scaffold is no longer needed before it can be dismantled. Scaffolding dismantling must be formally notified by the technical person in charge of the construction site.
(3) Comprehensively check whether the scaffolding body is safe. That is, whether the fastener connection, wall connection, support system, etc. meet the structural requirements.
